is it a bug? Or am i not allowed to make traning schedule for all my riders any more?

It's not a bug. They changed the way it worked.
You define the objectives of your leaders, it creates automatically the corresponding training schedule for them. You assign your riders to your leaders and it creates the riders schedules too....
The only thing is that there is currently a bug Cyanide is aware of and the training schedule of the riders are not updated correctly if you move a rider to another leader.
We need to wait for a patch. Until then you can use lachis editor to edit manually the training schedule of your riders.

First you have to assign all your riders to the leaders in the game.
Then, once you have installed Lachis editor and opened your database:
Edit the table DYN_Cyclist_planning and copy / paste the field "ilist_peaks" of a leader to all his corresponding riders.
