I've played enough with the DB that I could give you a list of 7-8 talents...
Instead I'll list guys who are quite useful immediately and are top talents.
DatabaseCM Spain
Name: Fredrick Nolf
Type of rider: Cobbles
Description: Already a strong cobbles helper at lvl 1 experience.
Name: Andre Steensen
Type of rider: TT/Stage Racer
Description: At level 1 he's already got a fairly high mountain stat. I generally train him for stage races, and at lvl 4 experience in year 1 he's usually around 74 Mtn and 75-76 TT.
Name: Luca Zanasca
Type of rider: Stage Racer
Description: Similar to Steensen.
Name: Alex Rasmussen
Type of rider: TT/Sprinter
Description: I usually train him as a sprinter, but most of his bonuses for going up in level seem to hit the TT stat.
Name: Francois Pervis
Type of rider: Time Trialist
Description: Not as talented as some of the others, but he starts with VERY high TT stats at level 1. By level 4 he's one of the better TT specialists in the game... but he's more one dimensional than some of the others listed above.

With a full 4th bar, possibly. My current career has him with an empty 4th bar at the beginning of 2008 and he's around the stats I posted. He may have had an injury at some point though.
