Recently I downloaded the 2016DB of PCMDaily and I know my PC can deal with PCM 2015 very well but I experienced a lot of lag during the races (almost every race).
I searched for that issue (and try lowering graphics but the issue was staying).
Suddenly I pressed ALT+TAB and then everything runs very smooth, and I heard my graphic card (and power supply) making more noise, like it wasn't used before but now it was.
Sometimes during the race it turns out to be slow again and when I press ALT+TAB again (without switching to Windows) then everything runs smooth again, somebody expercienced the same issue?

I might have. Usually when there is some background process, like routine spyware checks or software auto-updates, the game becomes slow for me. Once I click on the screen it gets back to normal. Haven't tried with ALT+TAB though.
Try to click on the screen next time. I think it's a something similar to what I described which is happening to you.
Thanks for the reply! When I click on the screen (for example, to give a command to attack or something else) the issue stays, only when I ALT TAB it it back smooth as hell .
This is caused by the engine that the game uses. It gets influenced by background processes too much, probably because it isn't set at a higher priority, like most game will be by default. Mainly, this means that your PC switches to a program or pop-up when those start and the game loses some of its allocated RAM, thus slowing it down. [Alt]+[Tab] or clicking the game's screen will switch the allocated RAM back to the game, which will speed it up again.
