So my problem is very strange. I'll start from the beginning.
I have a CD version of PCM07, and I play with the 1.0.2.1 NoCD Patch , and I have always played the game in Spanish.
Lately I wanted to try the TITAN05 Pack. I thought it would be better if I uninstalled completely the game, before reinstalling it and then installing the pack. Which I did. All the installations were successful, but when I start the game, the two only languages available were English and Portugese. The problem is that I want to play in Spanish. First I thought it was because the TITAN05 was only in these two languages, but then...
I uninstalled the game and the pack completely (even in the registry), rebooted my computer, and reinstalled PCM07. Bad surprise!:x The game is still in English and Portugese, even without installing any packs! I remember that before I had 5 languages : English, French, Spanish, Dutch and don't remeber the fifth.
So how come the languages in the game have changed???
Anyone has the same problem as me? Anyone has a solution?

I did what you said, but no use.
I even opened local.cdb with Hannes Converter, I opened the STA_language table, and I have found a column called GEN_active (or something_active), only English and Portuguese had the value 1, all the other languages had 0. Naturally I changed all the values of this column to 1, and I saved local.cdb. I started the game, and guess what? There's still only English and Portuguese.
