Does anyone know if there is a database editor in which I can view/change the riders averages?

You can change and edit stats using any of the editors from PCM. This include the in-game editor, Lachis editor, PCM Fast editor and the Excel editor. Lachis, Fast and Excel are all available via the Downloads section we have here.
