what happened with the scouting part?

Under 23 Posts: 62 Joined: 27-02-2012 PCM$: 200.00	i just bought the game and the scouting part seems a bit weird or perhaps its just me. can anyone help? or point me in a direction, where i can get more info about the scouting oarts of the game no regional/country scouting anymore? it seems as if my scout, just picks a rider to scout, without consulting me. hpefully someone would be so kind and help me out
