Probably a graphics card issue. try updating your drivers. that's usually the first thing to do as it's the most likely to solve any graphics problem.

"Drivers" are the software that makes your hardware run correctly. you should ALWAYS install the latest drivers for the stuff you have. most critically your graphics card. I'd say there's about a 60% chance installing up-to-date drivers will fix this issue. but for that I need to know what your graphics card is
control panel (on the left of it select "classic view" ) -> System (on the left select "Device Manager" )
From the new window that shows up, select the little cross to the left of "Display Adapters" and a list comprised of (hopefully) just one element should pop up below it. What does it say?

It's impossible to run windows without dx. but still, if the graphics drivers don't fix this, installing up-to-date dx9 (or 10) is the next logical step.
