but you need to contract them for example:
you want sagan for about 140k, you only have 2500 left.
give him a offer of 2500, and save the game. go into lachiseditor and change the number to 140k so that he would sign the contract
More money isn't going to help. You are probably running into the (current) maximum allowed budget, which seems totally independent of next season's budget even though that makes no sense. A fix would be to use the editor to increase the salary of one of your riders who is staying on past this season. So increase a salary from, say, 10k to 50k. That will increase the maximum allowed budget by quite a bit, reload your savegame and check. Once you have completed all transfers, edit the rider's salary back to the original level.

Can't you see that he ment the Salary -_-
and that won't increase your budget, your budget will be in debt.
so it will be paid with your balance.
If the salary budget is lower than the next years budget then it is because the game capped it to prevent rapid increase in budget. In this case the fix of Ripley works well.
The fix of coolrex works in all cases but you risk to go bankrupt if the total wages are higher than the sponsor payments.
I didn't see your post before posting, Coolrex. So, yeah, your fix also works, I've done that before. In both cases you can go bankrupt the next season, but you would have to be very aggressive.
@meyer: Also consider just letting your best riders go, I do that every season. The wage demand is dependent on the AVG rating and it's nearly a logarithmic scale, so you can often find somebody who is only a little worse and wants much less money.
