GIMP: Border around text

Does anybody know a way to make a borer around text in GIMP or Paint.NET? For example, the UCI World Tour logo has a border around 'UCI' in order to distinguish the letters from the wheel behind it. This border effectively becomes empty space.

There you go...instead of a color, just make the Outlines transparent
