the last version of PCM I played was PCM09 or something. After watching some TdF this week I thought, maybe take a look at PCM15. So I took a look at the screenshots, and man, I can hardly see a difference compared to PCM10. And Pcm10 already only looked slightly different from PCM06 which was a quantum leap compared to CyM4...
So, how is the new game, how much has it changed since 2009? How bad are bugs this year? Is the be-a-pro feature of any use? Is there a usable online ladder mode?
Be a Pro was so buggy but Cyanide's patches made them a worth mode

I have no interest in Be A Pro mode apart from moaning about it stealing dev time so cant comment on that!
I play career mode and I think its generally better than PCM14 for that. It looks nicer and the 3d race mode, despite still being a bit flawed, is better than that in PCM14. Didnt play PCM before 2012 so not sure about the earlier games, but i dont think PCM15 represents a big leap forward. Still fun to play though.

How is online mode? Is there a ladder mode with identical stats for everyone, or do you need to buy riders and level the stats of your team?
I don't play online so can't comment on how stable it is, but with armada, you buy packs which contain riders, the better the pack (gold, silver or bronze) the better the riders in it. you can only use so many gold, or silver cards at a time. as you level up then you can use more gold or silver riders per race.
legendries fit into the equation somewhere aswell but I'm not sure how.
In terms of a ladder mode, you can download a ladder DB (not sure if one has been made for this year yet or not, I think there's a track one, not sure about a road one but there has been in the past) then play privately. Again as I don't play online I don't know the details about how this works.
I'm sure someone else on here can fill in the gaps for you but that should give you a brief overview.
