Where to find Stage Editor?

Hello,
Firstly, I am using steam, and don't know about where the stage editor placed.
Secondly, Is the all stages in PCM (fantasy too) are made from the Official Cyanide's Stage Editor? Or do we have another editors to make stages?

1: Install folder (probably C:\Program Files (sometimes (x86)\Steam\SteamApps\Common\Pro Cycling Manager 2015) and then CTStageEditor.exe
2: Only the SE itself is used.
