I only have 26 cyclists in my team but the game tells me i can't transfer anymore riders cause i have more then 30 cyclists in my team.

That's probably because you already have 30 riders for the next season. You can add a transfer in DYN_Transfer, but if you do so don't forget to add a contract for the next season as well.
