Can't increase salary in contract offer

So im trying to buy T. Martin, my first offer was 125,000 a month, and i can't increas it?

My guess is that you need the money = you don't have enough money/won't receive enough money(the following season) to offer him an higher amount of money.

I'm pretty sure it's a glitch, because I've cancelled my offer before and managed to offer the rider more the next time I offered a contract.
