PCM.exe Does Not Install

I'm trying to install PCM, and every file installs fine, apart from PCM.exe, which is obviously a problem. Does anyone know how to fix it?
N.B. I am using a disc copy of the game, which I bought in Italy, but am using in Australia. However, this worked fine with PCM 13.

It's installing all fine, then once it installs the file PCM.exe the message. One up that it could not be installed.

I can't take a screenshot but here it is word for word:
C:\Program Files (x86)\Cyanide\Pro Cycling Manager - Season 2014\PCM.exe
An error occurred while trying to replace the existing file:
DeleteFile failed; code 5
Access is denied
It says "replace" because I installed it once before but the patch stopped downloading so I had to re-install.

Something I just noticed when trying to delete PCM.exe from the folder: it says that it cannot be deleted because it is open in Pro Cycling Manager, which is obviously not the case.

OK, try this to get rid of the old files:
1. Restart your computer
2. Log in with admin rights
3. Delete the pcm 14 folder on C:\program files
If you cannot do this, install the game like this:
1. Start the installer with admin rights (right click, then run as admin or whatever it is called in your language)
2. When asked where you want to install, select another folder
3. Wait until it is installed. (Don't cancel or interfere)
