Updated local.cdb

I am not sure if anybody has posted an updated local.cdb based on the patch 1.2.0.0 already.

This local.cdb can be used for real name databases.

Changes included:
- Cya World Tour to UCI World Tour
- CTT (aka. Cya Top Tour) to UWT (aka. UCI World Tour)
- CWT to UWT
- Cyanide (d'Or) Trophy to Vélo d'Or
- Supergiro to Giro (all variations of writing)
- Volta to Vuelta (all variations of writing)
- Amstil to Amstel

I also fixed some stupid translation errors in german, dutch, polish and russian. I hope I translated it correctly.

Do you know of any other terms, which should be replaced?

Lachi, i don't know if in english or other language (I sure in spanish), but there are some fictional name races like:

Amstil Gold Race, Ronda a España, Ronda a Polonia and others.

Thank you, I replaced Velo d'Or and I also found these wrong race names.

Just a short note: This local.cdb is still good for the patch 1.3.0.0.
(There are no modification in the local.cdb of patch 1.3.0.0 compared to the local.cdb of the patch 1.2.0.0)
