Custom career budgets

Hello all, i'm new here, but a huge fan of PCM.

Most of the time I play singleplayer career, and I'm about to start a serious custom created team in the continental division by tomorrow (hopefully).. However, I got one question.

When creating a custom team, you select players and the division you'll start in automatically changes. I've tried working different budgets, and around 100k it starts shifting to Continental Pro. Then again, with another picked team I can have 78k budget and it already shifts to Continental Pro division.

So here goes: Does anyone have the specifications/criteria for a team to be in the Continental Division, Continental Pro Division, or the World Tour Division?

I know that the number of riders is a limiting factor for the different divisions but I cannot tell you if it is a factor when building custom teams.

I believe it's not just related to budget. Also to quality of the riders you select.
I don't know the exact criteria, but well, the game itself shows you what division you'll be, so I don't think it makes a difference, you can just experience with it a bit.

Edit:
Number is a factor indeed(it doesn't change the division set by the game, though, but it will only stop you from starting if the amount of riders doesn't match the division)

Isn't the budget (which will be calculated after the custom career has been initialized) directly based on the quality of the riders?

No, it's related to popularity too.
Not sure about age, but I think it's just popularity & quality.
