They're just too hard. I tested the opening TTT of the Tour of Dubai, using the strongest possible OPQS line-up, trying to win at least once in 3d mode.
When I simulated I won 9 out of 10 times.
In 3d mode there's just no way to win. I tried all possible combinations with effort and relaying times. I used the tips from the 'Tips and tricks' section. All of them didn't work. Occasionaly I came close to winning with a 3rd place, but most of the time you finished somewhere around 10th place.
Has anyone else encountered this problem and has anybody found a solution/combination?
Yes. It was like this in PCM 12, and in PCM 13, and still is in PCM 14.
Short TTTs are just impossible to win, even if you put everyone on 99 with the strongest TT team.
Longer TTTs(35+) on the other hand, are too easy to win. Yeah...
Cyanide recommends that you simulate it, if you are bad at TTTs. (I cannot remember Eyolfurs exact words but in my opinion it is quite cynical because, as you said, it is just not possible to perform well.)

Something along the lines of, "No, we did not look into it, simulating is the best option and we don't intend to fix it because most users simulate anyways"
