I previously had PCM 10 in my old laptop and quite enjoyed it. This year, I bought PCM 13 and a new laptop. I already started a career with a custom team and it's quite confusing. Any tips would be greatly appreciated.
It's the same as PCM06-12, really. The AI just is really dumb, and will attack 70km from the finish with favorites, breakaway wins 30% of the time, and rider fitness is based on a new system.

@philipinoopao: First tip would be to have a look at the tips and tricks section that you can find on the left side of the page, there's some useful stuff in there.
In my opinion, the most important change in PCM13 is that riders don't go through each other anymore but are actually solid. Positioning is now very important, if you're at the back of the peloton riding into a mountain, for instance, you'll have a hard time reaching the front.
As for general advice, I'd say trial and error is the way to go, start at a low difficulty (normal should suffice for starters) and just race. Do mountain stages, sprint stages, cobbled classics, everything. See how the interface and the rider movement has changed, you have some basics, so that's a good point to start from. And if you encounter some specific problems, just ask, there're lots of helpful people here
