After re-installing PCM 06 and the unlimited PPDB , which tool over an hour The game has letters missing, obscured, and distorted. These are the letters on all menus, and in race displays. It really weird. Does anyone know what is wrong? Thanks.

instead of re-installing you could find the particular folder which contains the menus and just re-install those

I think you may have forgotten patch 1.0.0000000008.
You need to install that before any PPDB material.
If you haven't, then I'm afraid its start again

I also have PCM 07 on this computer, could any of the 06 files have sneaked in there, b/c when uninstalling I havent found any 06 folders other than the Program file. For example there are no 06 files in AppData or My Documents. Might this be because I had not created any save games, except one through Plakker's method for new teams (Recycling ), that I never progressed/saved with?

im not sure that pcm06 makes a my documents folder - i think all the save games are just in the program files folder

Nope - it all stays in your Pro Cycling Manager Directory - no additional folders
