Assuming you have read the rules, the transfers season are now open!
Take particular notice to the 'new' rules relating to bid limits, loan cap, and sackings. In terms of bid limits, the first 'day' ends in 8 hours time.
Check the transfers thread to download your file, and keep track throughout the transfers. You do not want to end transfers over budget!!

No. Only deals between teams.
Of course, no free agent is confirmed until there has been 48 hours without bids anyway

I do have a question though.
The rider renewals we completed last week, is that subtracted from the 2.5 million we have now or do we take that into consideration when making our transfers.
