Sorry to be a bother but I've heard some rather conflicting information regarding the effect this has on pcm. I know it stops you playing old pcms, as I learnt the hard way, but just wondering on the effects on pcm13

1 is it true that you have to run pcm as an administrator? Ask this I am not an administrator on our PC.
2 if so how would you go about doing this.
3 are there any other changes to pcm?
4. Will they release a patch to fix any of the above?
5. Is it the same for the stage editor/viewer/.cyclist editor

Need to know as I'm weighing up whether it's worth getting it soon or just waiting for 14. Thanks in advance.
