Editing Sponsor Nat Reqs

So, how do you change this? In PCM12 you could pick the sponsors desired rider nationalities on forming the team, but now it teams that each sponsor has it own default requirement that you get locked into when you pick the shirt.

I see where I can change the nationality of a sponsor but I believe there must be something else as some sponsors have one nationality but require riders from more then one nation.
