Is Bäcksted good time trialist?

My friend says Bäckstedt isn't and never was good time trialist. I don't think so, but I can't find any good results on big races in TTs. Please hand me some

he won a Giro time trial a few years back. give me a few minutes and I'll tell you the year.
EDIT: turns out he didn't win. 2003 Giro stage 15

he was never really a good time triallist. he was a decent one. slightly above average when the TTs are shorter.

He is above average, not bad, but not good either.
In weaker starting fields he can compete for the win. |

Bäckstedt is the Swedish road champ. Gustav Larsson is the TT champ, where Bäckstedt was second.
