how hard is it to go from making a custom team with only 10 young riders in continental to CYA World Tour? (i play on extreme)

Well, at first, welcome at the forum Wink

Secondly, you are in the wrong forum section here. PCM 13 -> General(or PCM 12/11 if you have an other game) is the right section.

It's not that hard actually. It depends how good and how much potential the guys have. If lucky, and they develop well, you can promote in a few seasons. If you achieve your goals in the first season, the budget for second season will grow, same for third season budget etc.
With the budget, you can sign more & better riders, and better trainers for your talents, and then it might be do-able in about 5 seasons.
It depends on your PCM-skills, of course Wink
