I created a custom team but when I play the program, there is only Team, Team abbreviation, team short name but there is no Philippine flag, How can I change because when I run the program , my created team & riders appears but when you open the space bar you will see profile, riders, map, events, ard keyboard shortcuts, as I open the riders list the flag is not Phl.flag, anyone can help?

If you mean what I think you do then you need to find your save.
documents pcm 13 users (your user) database solo (name of the db)
then open that with an editor, my favourite is lachi's but others would do, then go to the table STA_Country, find the phillipines, and note the number in gene_tgaID_flag
then you need to locate your local.cdb
Documents pcm13
open it in an editor and find the table STA_TGA
then look in the column ID_TGA (the first one) for the number from gene_tgaID_flag Hopefully this will either not exist or it will be the phillipines already.
if gene_tgaID_flag was blank then you need to create a new line for the phillipines and then copy the number from ID_TGA into gene_tgaID_flag when done
the second column should be the name of the file of teh phillipines flag, e.g. philippines.tga.
the third column should be the 3 letter code for the phillipines and the final column should be gui/country_flags (the last part of the file path where the flag is on your computer)

Actually you can find the Local.cdb which the game uses in your default PCM13-folder (in most cases C:\Program Files (x86)\Cyanide\Pro Cycling Manager - Season 2013) in the folder "Database".

Are you sure?
In the past versions of the game, the game uses the one in My Documents (or Documents) and the one in your default folder is a backup of the original.
I am always changing the local in Documents/pro cycling manager.
Adding more or different flags in its STA_TGA to coincide with the changes I have made in my current database and have never had a problem with them appearing.
The local in the game folder remains unchanged and the game reflects the changes I have made.
The only time the game reverts to the old local is if I mistakenly erase my last database before specifying a new one ingame

mine shows up in my Documents folder, I've not edited it yet this year but I did last year and it was in the same place (albeit in 2012 not 2013)
