How to find "in-form" cpu riders ? (more competition needed)

my problem is that my current vuelta is featuring a very lackluster field after a ton of good riders rode in the giro and the tour.
I know how to edit in riders for the vuelta, but how do i find out wether or not they are in decent shape to compete ? Used to be really easy in PCM12, in 13 it looks like higher mathematics from early looks i´ve given the DB through lachis editor.
