Do you want to cheat or do you want to know how to plan the fitness? In case haven't seen it, you can plan the fitness in the game for your riders in the beginning of the season.
But if you just can't win, then it would be easier to reduce the difficulty then raising the fitness.
If you want to raise the fitness for all riders, including the AI riders, you would need to do a lot of editing. But as far as I know, the fitness does not work as in PCM 12, so I cannot give more info how to edit it.
Hmm, alright. It's not that i dont win, but I accidently forgot to set my rider to be in shape at the Giro d'Italia. Now he's only 3 in form (fitness). So what I want to do is, just to make his fitness as good as possible, so I dont have to wait a whole year to be able to win the GIRO
I don't know how you can edit the fitness so you have to wait for somebody else who can answer it.
But you should also remember that the game will reset the fitness based on the fitness planning. I don't know how often that happens but you would also need to edit the fitness planning, else you have to edit the fitness as often as every stage.
So consider finding instructions for that as well. (Maybe editing that planning would be all you have to do anyway.)
But if you really want to win the Giro, then just raise all the stats of your rider to 90. Seriously now: You can play all races in the race mode, in that mode, you can even use start lists, so you can compete against the real line up.

I can't give full answer but inside DYN_cyclist_fitness the value_i_NPT and value_i_FIT corresponds to the fitness 'level', unfortunately I don't know what does the values mean but for example -6742 gives you fitness level 1 while -26886 level 5.
