I have just bought the game (4 hours ago actually) and all I got is an email and 7GB of useless data!?
I want to play The Tour, during this week end - and to feel like I would be there at this very moment - cause I do not have that much time available in my life
And now what - should I wait until they wake up ?!?

If you bought from the official shop, the e-mail contains this:
- Download through download manager
- Manual download
- Activation key

But anyway, this is neither the official forum nor the official support, therefore there is no point of posting your anger here.
Theoretically you should be able to request another key if your actual one has been used up. If you bought from the official store, you just have to send an email. Else you surely have to bring a proof that you have bought it.
But if you plan to install the game more then 5 times, then you could make a backup of the key in the registry. I haven't done it yet this year but I have explained it for all the previous games, so try the forum search.
About your other problem you have to be more specific. Steam version? Did it ever work? Is the game patches? Which DB? Did it work before patch/DB? Does your computer meet the min. system requirements of the game? Did you follow the installation instructions of the manual (f.e. all drivers up to date)? And so on...
