I'm playing the PCM series for the first time in three years, and PCM13 is looking pretty good (a lot of changes since '10)! I decided to begin with Team Sky, but i have some questions for the season planning - is it really necessary to plan each and every race for all the riders? that would take a lot of time dragging all those races down in that menu! and what if you by mistake fx. put Rigoberto Uran to participate in the Tour de France, but his goals for the season are Giro and Vuelta? are they automatically picked for the races you have dragged down in their "planning slide"?
And how do you scout for the future, so you make sure that is it your team that signs the best talents?
There is a lot of potential in this career mode, but i would like a bit more explaining.

Well, you don't have to plan each race, but it's recommended to plan the most important races. With the 'objectives system', you can plan the training schedule of the riders. So you can select the 4 most important races for each rider, and then put these 4 races as his goal. It's better to plan each race, but you can also just pick the riders in-form for each smaller race. As long as you plan the most important(say most big WT races) in advance, it's won't be a problem.
If you make a mistake in the goals system, you can always adjust his scheduled races. You can't edit the objectives, so his training schedule, after 10th of January, yet, you can always edit the scheduled races.
Planning a season can take some time, but you'll have a lot of benefit and fun from it later on in the season, when you won the TdF with Froome and the Vuelta with Wiggins as well, due to great planning
Goals aren't picked automatically based on the scheduled races, they're just quite random. You have to adjust them before 10 January, for every rider. This is the only thing that is really important in the pre-season, since you can't adjust it later on.
Scouting for the future is a nice aspect from the game to me(though they could've made it bigger & better). If you really have a lot of money, you can just hire a few scouts and look through the bigger cycling countries(West-Europe obviously, but, Usa, Russia & Australia always produce some nice talents as well)
If your scout finds a talent that you want to know more about, you just click observe. The scout will then gather more info about the rider. That means that his stats appear 1 by 1, and then more information, like his decline age and much more. It takes a long time until you know everything though.
But if you don't have that much money, or don't want to spent so much, you can look through the U23 results. This is the method that a lot of us uses, it seems. (Me too) There's a whole U23 calendar. (Right, it's not thát big, but enough to me). Most of the good U23 cyclists will ride U23 races with selections from their country. There are flat, hilly, mountainous and cobbled(well, just 1 cobbled) races, and also some of them got a TT.
You can spot the best young talents by looking at the results. Though, the best U23 riders at the moment aren't always the ones with the most potential. If you want to know more about a U23 cyclist, you can also observe them with a scout to know more about them, just like with normal scouting. Pay attention: You have to be in the exact same region as the U23 guy is to be able to observe them.

Thank you very much, it sure helps! While were at it, I have another question - when you do an ITT is it the blue bar that has to expire by the end of the race or the green?
Both bars. Green Is the riders Energy for the stage, if its empty before u reach the Finish ( Blue Bar Is empty At Finish ) u will loose much Time because your riders Is Tired and Out of Energy to early in the Stage
