PCM 13 fantasy draft

Is there a fantasy draft option for pcm 13 for single player career mode??

According to this article's review of the game they mention "You could theoretically play this game forever, especially with the fantasy draft turned on at the start of the game because each time you would have a unique roster of people."

I am pretty sure there is no option, I just went to a career to check and I did not see an option anywhere, and it is not anywhere in the manual.

You can pick what riders are on your team, but you can't make it so it is completely random.
