young riders too strong

Guys,

I am wondering if it is some bug in the game or it is just my problem that young riders (even those without any contract) are very strong and once they start racing they easily beat major part of "real" superstars. In the game (year 2015 or so) at the end of Tour there are for example four U23 riders in Top10 which is quite unrealistic.

Probably the problem is that they do develop too quickly - can it be changed somehow?
