OPTION ONE
The easiest one is to take the texture from one of the models in the game, and use it as a template, for that you can do your texture in photoshop, and the test it on nifscope viewer. https://niftools.s.../NifSkope. this is like kind of similar to jersey making. Nut a bit more complex because of the complexity of the mapping of the bike. But still test and error, corrections and there you go.
In this option you can overwrite a bike from the game or... you can introduce it on the game via database, this of course can be better answered by a database maker.
OPTION TWO
The complex one I don't know how the rest of the bike makers work, I can tell you about my own experience. In the same link I gave you in OPTION ONE in the download sections you can find plugins to import nif files to diferent 3D modeling programs such as 3DSMAX, MAYA or Blender (this last one I think that it is free https://www.blende...-blender/)
I can tell that every 3D program is difficult to use at first if you never have use one. In my case I worked on 3DSMAX. I started using max plugins to import a model from the game and then modifiy it on the 3D program.
IMPORTANT NOTE: When modifing a object on a 3D program, you are changing the topology of the model, so you will need to change the mapping also not if not your textures will look weird. I think that this also can be done in nifscope if I remember well. This is a complex task. I don't want to discourage you. You will need to watch tutorials to do it if you are not familiar to these programs. But if you really really want to do bikes don't give up.
Make your own research, there was one guy his name is Miya he was a referece for me, he did really awesome things for this game in previous PCM. I took hints from his work so I managed to do my own frames and other kind of elements for the game. Actually I built everything I did from scratch as he use to do.
But the problem was that I never managed to export it properly with the actual plugins on the link I gave you.
Fortunately I was able to find a gamebryo plugin (As far as Gamebyro is the engine of this game) that actually worked. But this was before PCM 11.
Last year I made a test for PCM2012 doing exactly the same steps but I never managed to make it work. But I have seen people who made it, I don't know how they did. Actually I don't know if I am right. If someone can clarify this mater I would be thankful. I have to say that I did not tried more times sinces I am kind of retired from the PCM mods since 2011. I feel like a grandpa telling old stories
I think that there is still people who is able to modify a frame and introduce it on the game, certainly i don't now if I'm right. But if there is still people doing it. They may help you out.
Hey great to see you back JMURB , sad that you're "retired" i considered you as one of the best ... after Miya ofcourse maybe a little bit of hope on a second part ...
and "news" about the modeling... wel pretty much similar as in the past only you have two frames to build and like you mention you can choose to start (3dshape) from scratch -or not
if you have build a new model...
in my case i create/export the new models/maps with gmax (+ nifplugin) i replace the 4 nitrischapedata's (2 is enough but 4 =better long and short view) from a origal "frame_..." ( in nifskope) and update some files from the nitrischapedata in the block details. The last updates are mainly the most important ones, one wrong thing and BANG you have a black "spiderweb" ingame
For me this is the only way knowing without causing problems ingame.
again like you/JMURB mensioned advice to everyone "not to discourage you" but it takes time to learn it so hang on and try try try

This actually are the program and the plugin he uses.
Edit: PD: the nitrishapedata is the key thats all I remember
if you are not able to export all this data right the frame will not work properlly on the game.
