Training camp problem

Long time lurker, first time poster. I have this problem in my career mode, that I can't send riders on a training camp, which can be seen here:

While there's a logical explanation for 9 of the riders not being able to participate in the training camp, I simply don't understand why I can't send my Tour squad (+ Andersen and McCarthy) on recovery? There are no other races than the Giro at this point, so I should be able to send the riders who need to recover on said recovery camp. What can I do about this?
