I've played multiple seasons as Navigators Insurance and Gerolsteiner and it always seems that in the 2nd year when I start signing new riders my trainers mis-report the number of riders they are training. I know some trainers can train between 6-8 riders at the highest level. But when I completely clear all of the trainers names and then assign 1 rider to them it says they are training 2 or 3 riders. Does changing DBs fix this?
Also, to remedy this situation I would fire the trainer and hire another who didn't have this problem, but over time all of the "mythical" trainers are gone. When I fire a trainer he doesn't return to the hire list. Again does changing DBs help with this problem or is there another fix?
I certainly remember having that problem, too, at some point. I don't remember what I did, but I did fix the problem without changing the DB. Try to clear all the trainers again, simulate a day or two, and then check again.
I think the problem relies in the fact that you have sold some riders. If you sell them while they are still assigned to a trainer they will keep on being assigned to that trainer.
If my tip doesn't work, upload your save game and let us have a look at it. It's definitely possible to add more new trainers, so if everything else doesn't work we can just go ahead and do that.

I always remove the trainers from cyclists last week before vacation. The issue is that if you don't they'll stay as trainers for cyclists that have left/retired.
So remove them for example 20th of October or between the last race of the season and when cyclists retire/leave for new team,, then assign them again 1st of January when your team starts training again,
