Changing time limit

Just finished TdF stage (Bagneres de Luchon - Col de Portet) where 77 out of 198 riders were withdrawn due to exceeding time limit. Do not know if this is an issue with the stage setup (just 112 km with four big climbs), but anyways is there an option in the DB to change the time limit either globally or for one stage only? Looked into the STA_stage table but couldn't find any apparent option.
