Riders development and Transfer question

I saw many discussion about this,but im still not sure. What affects on riders development. Race days, KM passed , trainer , breakaways, wins?
Also, question about transfer, what is the best way to get some rider. I mean, i was almost everytime "losing" fight for someone. Probably because of bad transfer tactic. What about giving "Absolute rider" to someone? Is that important?

Race days, KM, breaks, wins etc. DO NOT affect development
A trainer will make certain stats develop faster.
A rider will either sign with you straight up or not. If they say no nothing can be done. The contract system is pretty much pointless

Eh, no. If you increase the offered wage he could sign for you even if he refused the first offer.

There are a few random numbers as well, reset each season(So it's possible that a rider training with the same trainer, and still with potential, develops 3 MO in Season 1, and then develops 7 MO in year 2  )
You don't have influence on them though...
(Can be changed with an editor I suppose, but that's just cheating )

No,i meant it would be nice if (example) podium affect to stats. For win to get 0,5 of some stat or something (of course if there's star(s) left). But okay.
