Starforce problem / SOLVED

How to slove this,i decided to go with 2006 and '13 database again but i have Starforce problem. I searched but some fix links are broken,so , can someone explain me how to solve it and link. Whenever i install it it asks me to reboot my computer , and all again . Thanks
