IF i dont have a custom startlist, based on what does the game select the riders at the start of a stage?

I would just like to create a db so for all races, the game automaticly selects the best riders for the particular race.

So for cobblestone races, the best cobble riders
Mountain races, the best climbers, etc

Can we infuence the games's riders selection from the db , or only based on a startlist?
