Not the govening body but the government have split cycling into 2 categories
Recreational
Sport
If you are not riding against others it is classed as Recreational..
Furthermore if you are riding "recreationally" to get physically fit etc. the government won't fund it anymore.
British cycling will only be able to spend government money on Sport
Stupid!
Let's compare this with say Horse Riding, this isn't split.. if you get on a horse and move you are doing sport.

It would seem that Cycling is the only activity which has been segmented into distinct categories:
1. Cycling (Sport) - activities related to competition and,
2. Cycling (Recreation) - casual or organised participation aimed at expressing or improving physical fitness and well being and forming social relationships.
For example, all forms of swimming would seem to be classified as Sport and recreational swimming would seem not to exist. Similarly, activities such as horse riding and sailing, which both involve significant amounts of recreational and leisure activity, are not segmented at all.
