I had the same issue. i cound't start pcm 12 because my hardware was changed and had to give my serial number again but when i pressed next that showned up.
I googled it and came out on a site. https://www.cyanide-studio.com/forumPC...mp;t=12961 My problem was by activating the game that my pc gave that error. I tried the thing by cannot start the game and there is 1 solution given with registry that workek for me.
I also had the same problem, I tried with this solution and was ok.
