Add Scouting Zones

Hey guys, I'm currently using a 2013 db for pcm 2010 and I wish to add more scouting zones. How can this be done in an editor? I know it can be set that, for example, Mexican riders can be scouted in Canada.

Anybody know how to do this, or something similar?
