Riders ratings/development , how does it actually work?

Hi guys,
probably a silly question but i never totally understood that concept.
So let's say a young rider as rating of Mountain 65 and Time Trial 68 for example.
What does it depend on on how high his ratings can theroreticaly get?
On the potential level?
Is there something like a formula. Like potential 8 means a certain rider can increase his stats by 8 points. Or how does this work?
And what does it actually depend on on how a rider really develops in a career mode. Is there an element of chance?

Maybe someone of you can enlihten me a bit in thise field Wink
