How to add a city

Hi!
Is it anyone here who could explain me how to add a city in the Stage Editor?
I've been told that i just click on a waypoint, and the choose City Size, but when i click on a waypoint, does not i get that opertunity.

Solutions?

Zoom in on the waypoint, until you can clearly see a centre and a circle around it, and click on the centre - the option to add a city will then appear on the left
