Talent is not a matter of age.
That said, is there anything special about this song? To me is sounds like millions other songs of that genre. Also I am pretty sure there are millions of children who make their own music.
Some might not publish their music but I heard an interview with a DJ recently (who makes his own sound also). His biggest problem is to get into the clubs he works for, as minors are not allowed there normally.
