How to create a Customer Continental Team?

I am looking to start a career and would like to make the team a Continental team and try to work up to UCI Pro World Tour team, but it seems each time I create a team, I am put in the Continental Pro division.

Any ideals?

Yeah indeed, but 20% is still Continental team
30 and more is Continental Pro...
