What do I have to edit to make Team Euskaltel-Euskadi sings riders from other countries?

DYN_Sponsor_regions defines where the sponsors want riders to come from.
"Value_i_wanted" defines the amount of riders from that region the sponsor want (percentages) and "Value_i_important" defines how important it is to the sponsor.

In my game, they do sign top riders of other nationalities. In one game they even signed Mark Cavendish!
