A reminder to all existing managers, and notification to new managers, that you should not be making transfers related PMs to any other manager until the transfer season actually begins.
Whether this is making offers for a rider, offering a trade, making loan offers, or other trading agreements.
I know at least one new manager - Vien - has been PMing away already. Just because we made you a new manager yesterday, does not mean we won't take that away tomorrow if you are already giving an impression that the rules don't mean anything to you.

Yep, something that's unfortunately not enforceable, unless CT wants to go snooping through people's pm's.
With that said, for any new managers who are reading this, having specific targets picked out at this point is highly counterproductive. My advice is to build up a very big list of targets, and classify them in some way shape or form so you know who to go after first. Once things start, keep and eye on the market, and if an opportunity presents itself, jump on it.
Other than for novelty reasons (I'm a Finnish team so I need all the Finnish riders, etc.), it's really bad idea to have people lined up now. I can guarantee you you'll end up overpaying, especially if the seller knows you are very interested and jacks up the price. There are no good faith rules on the books in transfer season.
Just the clarification, when the transfer season starts we are allowed to PM about trades?I thought it is forbidden at all, just official way.

It's allowed to PM asking about trades during the transfer season as far as I'm aware. At least it has been like that in the past.

The main thing not to PM - or post - in transfer season is to try to get somebody to bid on a particular free agent.
