Basic limits
Important – Starting riders MUST be 18-23 in age
18 Year old -
You'd be given 4 stat points to add on to any of the variables(MO starts on 70, you can use two points to make it 72 etc.) but you can't use all four on the same stat UNLESS the boundaries are bigger to accommodate it
Climber - 70-72 MO - 69-71 HI - 66 FL - TT 55-57 - 68-70 ACC And all other stats from 55-65
Northern Classics - 69-71 COB - 67-69 HI - 69-71 FL - SP OR TT 66-68 - And all other stats from 55-65*

*Rule applies to all other 18 year old types of rider
19 Year olds to twenty three year olds
For each stat a 19 year old gains one making the minimum 71 for MO and the limit 73 for MO for climbers. For a twenty year old the same thing happens only 72 for MO and 74 for limit of MO and so on. This will encourage long term playing as from an 18 year old to a nineteen year old the improvements would be bigger. This is only for starting out, a stage race rider can have a MO stat of 69 at age 27 when they had that MO stat at 18 if they so choose.

Development of riders
This subject is very important to the game. In order to develop you must do race reports which will be rated by the UCI who will read them. At the end of each season each rider will receive a PM telling them the points that they can use and a reminder on the limits of their specific type of rider. Age is also very important as their raw score will then be multiplied by a number ranging from 1 to 0. That is the total they’d receive in a PM.
Stats will plateau at age 30 to 31 before steadily declining.
Management
The management aspect is a basic but important part of the game. A player can apply for a team at any point in their career apart from the occasional incidents where completely unproved people take teams like Radioshack.
Managers will help riders plan their seasons and sign real people riders as well as trading riders who are not played by real people.
Doping and money
There will be no money in this game as it would be an unneeded complication to a game that’s aim is to be fun. Doping will only ever be used in people’s imaginations. When they roleplay they can say there is suspicion about doping over their own rider but are not allowed to confirm it.

If a rider wishes to join a team that is currently managed, the manager can permit it.
Number of riders allowed
You are allowed one rider or one manager or a manager and rider. You are only allowed two riders if one is a fighter. Per team for season one is a limit of 4 riders per team.

You are not to insult other people or anger them.
Vulgar Language is not permitted. Swearing is banned but damn and hell are alright as long as they are not directed at someone.

some of you may know my little nephew Jeffrey currently riding from Garmin-Sharp but unlike him I am still riding for the Netherlands .
when it was rumered that I was about to join PCMCL the current Garmin manager almost immediatly offerd me a future contract. now let me make one thing clear.
My friendship with my nephew is a lot worse than people that it was. I have almost no respect for him since june 13 2012. but on the bike everything is fair. I may dislike on in person but on the bike i can tolerate him and can tolerate me.
but enough about my nephew. lets talk about myself. I'm am cycling since I was 12 years old with a lot of victories in my first and second year but then i had 2 years period of injuries and bad results. I returned to cycling to win some small stages. but ever since that year I began winning big races again.
so I'm now going after my nephew in the PCMCL league and i hope to take more victories than my nephew

This lead to a talent scout from vacansoleil spotting him but nothing came of it until 2 years later when at the age of 18 he was seen dropping all opposing riders whilst riding a race in the alps and the rumours of interest from Farnese vini meant that they moved in and signed him up for the following season.

Provisionally, this is what we're going to do for riders.
If you read the rulebook you will know the multiplication system for development based on age. However, this part will go into more detail.
Based on you reports, you will be given a number of points for your rider's main stats e.g. for a climber it would be MO, HIL and REC. The rest of the points are given to secondary stats.
At the mid-season break (the break after Romandie) you will be given points ranging from 1 to 5 depending on the quality of your reports to be used on main stats. You will also receive 1 to 5 points for secondary stats. You then 'spend' those on your rider after the multiplication rule is used. You also have a chance to improve just before the World Championships.
Judging Points

Improvements are the single most important thing in this game. Here is what I envisage points to be given:
5 points - Outstanding reports/Good reports consistently reporting on races which do not hold one's participation - Likely 1-2 people given for each speciality
4 points - Good reports/Above average reports with some reports on races which do not have the person's participation - Likely 1-3 people for each speciality
3 points - Average reports - Likely 1-100 (there could be any number of these) people
2 points - Poor reports - Likely 1-1000 (there could be any number of these)
1 points - Very Poor reports - Likely 1-100 (there could be any number of these
Each rider will be judged by two different people, one for main stats and one for secondaries.

There will not be a draft, as riders may end up at a team they dont like etc.
Instead all teams and riders will be "reset", as in no riders will be assigned to teams.
All riders will be available. Managers will PM any riders they are interested in to begin discussions. The Riders will then sign to any team they want.
But, for now, each team can only have 4 riders.
Hope that is clear, feel free to ask for clarification.

Oh, you can help. If you don't mind can you give me a more professional looking list of managers and their teams? Right now it looks a bit scruffy. Do similar to what I've done but more even and neat if you can.
