I didn't saw a list yet, but I can name a few one...
Its quite simple to find I guess, you can see it easily with Lachi's editor, and I even think you can see it with the Cyanide editor that comes with the game. I guess it depends on database too...
I will name some with potential 7, who are quite cheap and young.
The italians Moser, Aru, Cattaneo and Puccio have potential 7, Kelderman(Netherlands) has 7. Matthews(Australia) Jungels(Lux) J.Dombrowski(USA) and I belive there was a English sprinter who has 7 potential(I think it was Fenn)
Of course people like Contador, Hagen,Schleck etc. have 7 too.
Again, it depends on db, and you can easily search for yourself |

PCM 11? This shoudn't be asked in 2012 General, but if you need a tip, is Tom Erik Hasselstrom a talented allrounder, without a contract

I guess it depends on the database you are using. If you still play with the official database, then you might miss quite a lot riders. |

Come on, I was going to make that joke.
Kirsipuu, Backstedt, and Eeckhout are all great talents for the future. |

Danny Pate, no doubt. He will not reach his full potential until he's 82

That is a good DB, no need to change it. But you still might miss one or the other rider.
But it should not be too hard to find good young riders. Apply a filter to only show riders without contract beeing 25 or younger, then sort by AVG (or SPR if you look for a sprinter) |
