When can I sign cyclists that will activate theirs relegation clause ?
Because everytime I try, they've already signed with another team.

Yeah this is why you can't. Dont think there is even a possibility to sign those riders. The game brings them automatically to other teams, at least from what I know.

Yes, these riders have a "backup plan" so they sign right away and don't wait for further offers.
